I recommend only sites based in Europe, because they do not have to comply with the Jenkins Act(American sites do) which states, in a manner of speaking, that anyone selling cigarettes to someone out of their own state has to report the sale to the purchaser's home state taxing authority so they can collect the taxes from the purchaser.
